Il comprend une reproduction de Xihuating, le quartier dans lequel Zhou vivait et travaillait à Pékin. La ville de Tianjin a ouvert un musée en hommage à Zhou et sa femme. La ville de Nankin a érigé un mémorial sur les négociations de 1948 entre les communistes et le gouvernement nationaliste, qui contient une statue en bronze de Zhou. Des timbres célébrant le premier anniversaire de son décès sont émis en 1977, ainsi qu'une autre série en 1998 à l'occasion de son centième anniversaire.
